A> MOA New Regulation effective from 1st of July 2014
MOA Beijing officially announced the new requirements effective from the 1st of July for registering China License. We list down below major points which are most concerns by producers:
1. Product Category:
fishmeal, fish oil, mbm, pbm, canola/rapeseed meal.. etc have been classified as "single feed"
2. Authorization Letter:
This letter shall be issued by producers to appoint CFO as your License agent as usual but it must be certified by "Notary Public" .
3. Chinese Importers Name List:
RENEWAL LICENSE - For purpose of setting up the domestic (inland, not main ports) tracing system by MOA, *the Importers Name List (regular /potential importers) are required to be attached during renewal.
NEW REGISTRATION LICENSE - For the 1st time new registration applicants who also need to provide *the importers Name list within 6 months after obtained the China License.
Remark/*the Importers Name List :
This is just a "Report-to-MOA" information system, you can list down as many as companies yo could including current or potential customers. It supposed not affect your trading business if there''s any sales with a new buyers whom are not shown on that list)
4. Samples Testing:
For renewal case, MOA may not be requested to provide the samples by Chinese government doing test. However, if your renewal documents are not fulfill, or not consistent with previous registration or PRC standard or you have either below condition then MOA will request you to send samples for inspection:
- If the product qualities, safety parameters changed or adjusted due to PRC requirement including regulation, technical standard
- if the product analysis method changed
- if your product has been found not qualified by MOA''s re-inspection in China domestic market
