Ningxia Hui autonomous region, one main coal producer in northwestern China, aims to become a modern coal chemical base in China by taking advantage of its abundant coal resources, the regional government said recently.Ningxia, with its Ningdong area alone boasting proven coal reserves of 27.3 billion tonnes, presently has a coal chemical production capacity of 10 million tonnes per annum, of which modern coal chemical capacity at 5.39 million tonnes, showed statistics from the Ningxia branch of the National Energy Administration (NEA).That includes 0.85 million tonnes of coal-to-methanol, 1.6 million tonnes of coal-to-olefin, 1.2 million tonnes of coal poly-generation, 0.21 million tonnes of coal-to-dimethyl ether, etc.Additionally, coal giant Shenhua Group is building a 55-billion-yuan coal-to-liquids complex in Ningxia, which is expected to start production in September next year, helping Ningxia become a modern coal chemical base, said one insider.Industry insiders expected Xinjiang to surpass Ningxia in coal chemical initiatives, as Shenhua and Yitai have planned large coal-to-liquid projects there.Falling oil prices have rendered coal-to-liquids projects less economic to proceed. In a recent forum, former NEA director Zhang Guobao warned that investments in coal chemicals should be cautious because the cost advantages have disappeared with the persistent drop in oil prices.Currently, there are 30 million tonnes of coal-to-liquids capacity under construction in China, Zhang said.
