Beijing makes progress in cracking down counterfeit pesticides in 2012
     
 
In light of the working arrangement specified in the "2012 Campaign for Pesticide Regulation & Legal System Development' of MOA, the "2012 Pesticide Supervision & Management of Beijing' and "2012 Law Enforcement Campaign against Counterfeit Agricultural Inputs' of Beijing Municipal Bureau of Agricultural, the pesticide administrative authorities at all levels of Beijing adopted an accountability system of pesticide regulation in a strict manner, and made progress in pesticide market supervision and management with substantial improvement in processes of review & approval, manufacturing, distribution and application. Under the guideline of the "Two Economic & Two Safety' Goals (more than 500 million tons in grain output and more than 7% in growth of farmers' income; no major epizootics and no major quality & safety issues for farm produce), and in the principle of "addressing both symptoms and root causes, treating root causes in the first place, combing punishment and prevention, and implementing territorial administration', the authorities dispatched 5,773 persons/times for law enforcement, inspected 507 pesticide manufacturers/times and 6,189 pesticide businesses/times, disseminated 96,000 knowhow manuals, placed and investigated 38 cases on file with 73,000 RMB fines in total, and imposed on-site penalty on 195 cases with 18,000 RMB fines in total.
Throughout the year, there were no major farm produce quality & safety issues caused by pesticide bans or restrictions, nor major agricultural production accidents caused by counterfeit and substandard pesticides. Constant improvement was made for an ordered pesticide market, illegal acts including manufacturing and marketing counterfeit and substandard pesticides, as well as using banned pesticides were brought under control, and remarkable achievements were gained in law enforcement capacity building and long-term supervision mechanism development.
