天津爆炸事故发生以后，国家对于危险化学品行业在审批，生产，储存，运输及处罚等环节的监督管理力度明显加强。实际上，自从2015年新环保法实施以来，国家对于许多准备上马的化工项目的态度就变得尤为谨慎。今年以来，还没有一个新的煤化工项目能够通过环评就是一个很好的印证。目前政府对危险化学品行业实施更加严厉的监管政策体现在哪里？未来的危险化学品监管方向会怎样变化？

经过大量的调研后，CCM在本文已经解决了这些疑问。对于危险化学品的监管政策，主要有三方面的改变。

一是国家的审批政策。如2015年4月，漳州古雷Px项目发生爆炸。事件发生后安监部门对全国的Px项目进行全面检查，这暴露出国家有关部门的监管缺失。几个月后，更严厉的项目准入法规施行。从2015年 10月1日起，工信部环保部等部门要求以后新建的Px项目必须建在化工园区。

二是银行贷款要求。经过详细的走访调查得知，目前银行对于危险化学品企业的贷款政策并没有发生大的变化。但如今银行更加看重化工企业是否属于高新技术行业，产品是否获得相关认证等指标，符合这些条件的企业将会更加容易获得贷款。

三是处罚措施。从2014年到2015年，多部法律法规修订处罚上限, 大大提高了对违规生产而出现事故的处罚，对生产企业起到较好的震慑作用。如修订后施行的安全生产法的罚款上限增加了2-5倍。

经过调研和分析，对于未来危险化学品行业的监管方向，CCM认为未来化工行业在准入门槛，布局选址以及日常监督管理机制这三个方面都会有所提高或加强。

除此之外，报告还呈现了国家对于新上危险化学品企业项目审批的详细过程以及每一流程的相关监管负责部门；企业和负责人在发生不同级别安全事故时的处罚；今年以来五个省份（山东，内蒙古，江苏，山西和广东）对于危险化学品的生产，储存和运输等环节实施的一系列地方监管政策。
