Jiangsu Youjia's 1,000 t/a pyroclostrobin TC capacity, a part of the company's Phase II project, has been put into operation, which will help boost the company's fungicide capacity. The fungicide business will be further strengthened when the production lines of 2,000 t/a propiconazol TC and 1,000 t/a difenoconazole TC involved in the Phase III are completed, and when the company succeeds in the acquisition of the 100% equity in Nantong Baoye.

On 10 Dec., MOA announced the response to the suggestions on speeding up the improvement of pesticide maximum residue limit (MRL) standards in China. In the response, MOA analysed the current state and problems of the national pesticide MRL standard system in China, and set out the plan going forward. MOA will accelerate efforts to formulate about 3,000 standards, update the list of exempted pesticides in time, and gradually build a national pesticide residue limit standard system composed of general procedures, exemption pesticides, uniform MRLs, and import MRLs.

In mid-Dec., the NAESC announced that in 2019, wheat stripe rust hit earlier and harder the autumn inoculum source region in Northwest China including Gansu Province, Ningxia Hui Autonomous Region, and Shaanxi Province, and the winter multiplying area including western Hubei Province, southern Henan Province, and Guanzhong Region in Shaanxi Province than the previous years, as a result of enormous over-summering pathogens, early sowing and favorable weather conditions.

On 29 Nov., 2019, ICAMA announced this year's 12th list of agrochemical products to be approved for registration, with 4 fluopicolide compounds included, namely, 15% fluopicolide&middot;metalaxyl-M SC from Qingdao KYX, 36% fluopicolide&middot;dimethomorph SC from Shaanxi Sunger Road, 30% fluopicolide&middot;metalaxyl WG from Jiangxi Zhongxun, and 40% fluopicolide&middot;dimethomorph SC from Nongda Haite. This means more and more pesticide manufacturers will join the fluopicolide market, making the market competition even more intense.

In Oct., 2019, the export volume of Chinese chlorothalonil formulations and TC products showed a significant YoY increase, especially that of the chlorothalonil TC. However, there was a drop in the export prices of both chlorothalonil formulations and TC products, with the TC products experiencing a significant YoY drop in the price.

Jiangxi Hetian plans to build a 6,000 t/a agrochemcial TC, 2,800 t/a formulations and 200 t/a organic intermediate project. When completed, the project will provide a capacity of 600 t/a fluazinam TC and 200 t/a fenhexamid TC.

On 15 Dec., the EIA report on a 17,000 t/a agrochemical intermediate project (Phase I) by Shijie Dekun has passed the expert technical review organised by Jiuquan Environmental Engineering Evaluation Center. Shijie Dekun plans to build the Phase I of the 17,000 t/a agrochemical intermediate project in Yumen Building Materials Chemical Industrial Zone. The Phase I will witness the building of 2,000 t/a N-(6-Methyl-3-oxo-2,5-dihydro-1,2,4-triazin-4(3H)-yl) acetamide and 2,000 t/a 4-Methyl-2-hydrazino benzothiazole producing units, supporting workshop, public utilities, etc. When the Phase I of the project is put into operation, Shijie Dekun will have a capacity of 2,000 t/a N- (6-Methyl-3-oxo-2,5-dihydro-1,2,4-triazin-4 (3H) -yl) acetamide and 2,000 t/a 4-Methyl-2-hydrazino benzothiazole. The latter product is an important intermediate for the production of tricyclazole.

Anhui Jiuyi's 1,000 t/a prothioconazole TC production line, 200 t/a tembotrione TC production line, 1,000 t/a 30% prothioconazole OF production line, 1,000 t/a 8% tembotrione SC production line and related public utilities have passed the independent acceptance check.

In early Dec. 2019, the ex-works price of thiophanate-methyl TC (white color) in China showed a significant increase. There are two reasons accounting for that. First, the price of its intermediate stayed high during this period. Second, given environmental polices, thiophanate-methyl manufacturers lowered operating rates, leading to low stocks.

Chengdu Kelilong's 30% pyraclostrobin&middot;pentaconazole EW and 30% pyraclostrobin&middot;bromothalonil EW, 2 new compound fungicide formulations, are expected to be granted with the registration certificates within Dec. 2019. It is worth mentioning that in China, prior to the upcoming issuance, there are no registered agrochemicals compounding pyraclostrobin with pentaconazole or bromothalonil, meaning the approval will enrich China's portfolio of pyraclostrobin compounds. In addition, BASF has two new formulations compounding pyraclostrobin with mefentrifluconazole that are expected to be approved as well, which will help enlarge the list of pyraclostrobin compounds in China.
