For the purpose of guiding enterprises to make use of low toxic and harmless raw materials as much as possible, and reduce or avoid the generation of pollutants during production, the Ministry of Industry and Information Technology (MIIT), Ministry of Science and Technology and Ministry of Environmental Protection jointly issued the Substitute List for Toxic and Harmful Materials or Products by Nation Encouragement, 2012 (Substitute List) on 27 Dec., 2012. A total of 81 substitutes are recommended by the Substitute List for replacing toxic and harmful materials and products involved in various industry productions. Among them, three are related to the substitutes for the organic solvents used during the processing of EC formulations, namely white mineral oil, turpentine oil solvent and C23-29 alkane solvent, according to China Crop Protection Monthly Report issued by CCM in February.
As a matter of fact, aiming to restrict the use of harmful solvents in EC formulations, another standard drafted by the China Crop Protection Industry Association (CCPIA), namely Limit on Harmful Solvents in EC Formulations, is about to be carried out in the near future. It aims to gradually restrict the use of five harmful solvents, namely xylene, toluene, benzene, methanol and N'N-di-dimethylformamide, and plans to decrease the volume of use of these solvents by over 90% within three years. The limit indexes of these five solvents are set in the coming standard and the limit value of mass fraction of xylene is set at 10%, toluene 1%, benzene 1%, methanol 5% and N'N-di-dimethylformamide 2%. Existing EC products will be classified into three batches according to the difficulty levels of the solvent’s alternative technologies and the implemented standard. All the standards will be fully implemented for all EC products within four years.
The numerous released policies that relate to EC shows the Chinese government's great focus on environmental protection and food security in recent years. As EC products still account for a great proportion of the domestic pesticide market, these policies will greatly impact on the domestic pesticide industry in the future as well as the EC formulation industry.
