On February 17, Chinese Vice Premier Wang Qishan met with visiting Russian Deputy Prime Minister Igor Sechin at the Great Hall of the People in Beijing. The two sides held a high-level negotiation on further enhancing oil and gas cooperation and promoting the strategic cooperative partnership between the two nations.
A summary of minutes was signed about the third round meeting between energy negotiators of the two governments. On behalf of the two governments, Vice Chairman of the National Development and Reform Commission and Administrator of National Energy Administration Zhang Guobao and Russian Energy Minister Sergei Shmatko initialed an energy cooperation agreement.CNPC signed an agreement on designing, constructing and operating a pipeline from Skovorodino in Russia to China's border area with Transneft, and two agreements on long-term crude oil trading deal with Rosneft and Transneft respectively. China Development Bank signed financing schemes with Rosneft and Transneft respectively. CNPC Vice President Wang Dongjin, CNPC Deputy Chief Economist Wang Lihua attended the signing ceremony.
