Shaanxi ICA launches cross check on pesticide market
     
 
In order to regulate the operation and enhance the management of pesticide market, improve the competence of law enforcement team, and intensify the efforts to investigate and deal with major illegal cases, Shaanxi ICA launched a one-week campaign of cross check on pesticide markets within the province.
In light of the Notice on Provincial Supervision Campaign over Agri-inputs for Drought and Pest Resistance in 2013, Shaanxi ICA assigned 5 inspection teams (consisting of 15 inspectors) to a number of designated localities on April 22.
 
The key targets of the check campaign were grassroots pesticide stores. Each inspection team was responsible for two cities, with two counties per city and 5 stores per county (3 are township stores at least).  Focusing on pesticide products manufactured after January 1, 2012, the inspection teams paid special attention to major categories of grain and vegetable pesticides, like Carbendazim, Thiophanate-methyl, Chlorpyrifos, Emamectin benzoate, Lambda-cyhalothrin, Atrazine, and so on.
 
The inspection teams conducted checks on four key aspects: First, the implementation of "Five Supervision Principles" for highly-toxic pesticides by designated stores; second, the process of investigation and disposal of sub-standard pesticide products; third, the application of standard labels of pesticide products in the market; and fourth, the supervision over the quality and price on wheat midge pesticides, spraying foliage fertilizers and agro-chemicals for preventing diseases, pests, premature senescence and dry-hot wind in wheat production.
 
The inspection teams were required to perform their duties in a just and procedure-based way and keep a detailed record on the checking results. Once detecting sub-standard products, the county-level authority should file the case on site for further investigation.
