In order to ensure agricultural production safety and farm-produce quality and safety during the Spring Festival and the coming CPPCC and
NPC sessions, Jiangxi ICA developed the spring action plan for pesticide regulation. The plan highlights its key objectives as enhancing pesticide supervision, cracking down illegal manufacturing or marketing of banned, counterfeit and substandard pesticides, regulating business operations and promoting safe use of pesticides. It is believed that this spring action will gain success in preventing major farm-produce quality & safety issues caused by excessive pesticide residues, and preventing major mass incidents caused by pesticide use accidents. To this regard, efforts should be intensified in the following areas:
1. To strengthen the management of pesticide manufacturing and business firms, interview some of the firms involved in problematic pesticide cases and list them as major supervision targets;
2. To reinforce the efforts in investigating and dealing with illegal cases, report the information of counterfeit and substandard pesticides as well as relevant manufacturers and businesses detected in 2012, and organize intensive supervision activities across the Province;
3. To improve the management of pesticide use, and conduct a specific inspection on agricultural production bases, with a focus on those detected with excessive pesticide residues and banned pesticides in 2012;
4. To promote science-based pesticide application, and conduct a training program for agricultural production bases, with participants mainly including pesticide dealers, large agricultural producers, as well as responsible persons and farmers of specialized cooperatives;
5. To dispose captured pesticides in a proper way, organize specific activities to destroy banned, counterfeit and substandard pesticides collectively, and hand over high toxic, banned, counterfeit and substandard pesticides as well as the waste packages to environmental departments for safe disposal;
6. To raise public awareness, host an influential press event to report and follow up the inspection, capturing, punishing and destroying actions with support and participation of television, radio, newspaper and other media, and promote the publicity of policies on pesticide bans, restrictions and safe use;
7. To tighten up random inspection on pesticide markets, and conduct a specific campaign to check the township or urban pesticide markets of vegetable production bases, with a focus on detecting high toxic pesticides and banned pesticide ingredients.
