Emergency measures against approaching typhoons

MOA gave instructions on emergency measures against the incoming typhoons on July 5, 2015.

 

Typhoon Chan-hom and Typhoon Linfa, the 8th and 9th of their kind this year, are both heading towards China and may make landfall in coastal areas of Southeast China around July 9th. MOA required agricultural authorities of Zhejiang, Fujian, Guangdong, Jiangsu, Anhui and other relevant provinces to strengthen preparedness for flood, step up disaster prevention and possible relief and  post-disaster recovery to protect agricultural production and people's lives and properties.

 

To effectively and efficiently respond to the incoming typhoons, MOA made the following requirements:

 

First, proper planning. Response to the typhoons is an urgent task and a priority for agricultural departments at all levels at present. Efforts should be made to enhance leadership, clearly define responsibility and make arrangements to fight against the typhoons to reduce the damages.

 

Second, monitoring and early warning. Agricultural departments shall strengthen communication with the departments of meteorology, ocean, and water resources to follow the accurate typhoon tracks and issue alert accordingly and timely. Emergency duty shift shall be adopted as necessary. 

 

Third, science-based response. Organize farmers to harvest as much due crops as possible before the typhoons hit. Inspection shall be tightened over fruit plantation, greenhouse and animal farming facilities to ensure their preparedness on typhoon. Fishing vessels and offshore workers are required to return to ports.

 

Fourth, disaster mitigation and recovery. Agricultural departments at all levels shall take measures according to local disaster damages. Necessary preparation shall be made for mechanized water-logging drainage. Agricultural inputs shall be secured and replanting (alternative crops) and herds-replenishment shall be adopted if necessary.
